This is just a separate product that can be optionally installed automatically as a part of MicroStation installation (so it's former Descartes for MicroStation). I suppose Bentley choose this option to exactly define what Descartes is certified for what MicroStation, because in CE you can install Descartes only with MicroStation. But it's just my guess and I hope somebody else will confirm it.
