I asked to the team and they told me that technically this value is not important since it is not the real value that will be used in ContextCapture. The host value you can see is given by Vulkan and indicates the amount of RAM that the GPU can see, it is not so relevant and you can consider that your 16 GB will be fully utilized (well, 16 GB minus the ram needed to run the OS and other applications if any, of course).
