Update. On a Windows Server we have setup for Remote Desktop Connection sessions to allow users to telecommute, the Power InRoads Ss4 and Product Add in Descartes allowed me to create a new STM and assign a GCS to it. Same workflow - the only difference is that when I try to open the Select GCS dialog box actually appears. Now, the STM is still in the Build command after adding my USGS DEM image. I am not sure how long this should realistically take. The data is 1/9 seconds of arc DEM - which is approximately 10M point spacing, I believe. Based upon the Task Manager, I may still be dead in the water. Grrrr! Finally, the STM was finished. I clipped it and saved a Terrain object from it using a fence. We apparently need ways to reinstall software so that a true clean install can occur.
