But importing dgn directly also didn't work? For export to KML from DGN you have to set coordinate system: And then export KML: If all is correct it would open Google Earth in correct place

Why you can't use DGN? Ok forgot that for DGN you need to convert shape to mesh and only then it will import DGN otherwise will show the error that it doesn't intersect when actually it can't find any...
